It is reported that the maritime department has approved more than 4,300 reports on the safety and transportability of dangerous packaging goods this year, which is five times the total number approved last year. Containers have the advantages of high transportation efficiency, low cargo loss, automation, and high degree of standardization, and are very popular in the transportation market. Due to the closed transportation characteristics of containers and the high cost of transporting dangerous goods, cargo owners often take chances and book dangerous goods as ordinary cargo in an attempt to get through. Fire and explosion accidents on ships and terminals caused by false declarations of dangerous goods in containers occur frequently internationally, causing serious harm to shipping companies, ports, terminals and related units. They have always been the focus of cracking down on illegal activities in maritime transportation.
Since the beginning of this year, Rizhao Maritime Affairs Department has closely followed the port container business planning adjustment, proactively provided services, actively investigated the situation of shipping companies adding new China-Russia routes in its jurisdiction, and established "one ship, one gear" for ships on the China-Russia routes to ensure that new China-Russia routes are added. Russian routes are safe. On the one hand, by visiting Rizhao Customs, shipping companies and container handling companies, we opened up channels for unpacking and inspection of foreign trade containers. By convening a joint meeting on container safety management, opening a "Port Dangerous Goods Lecture Hall", and inviting the Shanghai Institute of Chemical Industry Testing Co., Ltd. to conduct special training on maritime dangerous goods safety management knowledge in the jurisdiction, the awareness and level of safe transportation of dangerous goods among port and shipping enterprises have been further strengthened. On the other hand, by further promoting the inspection model of "accurate maritime container selection + independent unpacking by enterprises", we will increase the cargo information review and comparison rate and unpacking inspection intensity, increase the number of unpacking inspections, and cooperate with municipal transportation, customs, etc. The departments implemented joint unpacking, which effectively curbed the illegal behavior of lying and concealing dangerous goods.
